The challenge
A continent of cloud providers, but no common marketplace
Europe's cloud and edge services market was fragmented - hundreds of providers across member states, no unified way for businesses or public organisations to discover, compare, and purchase verified services. Large non-EU hyperscalers filled the vacuum. The EU's Digital Europe Programme mandated creation of a neutral, federated marketplace that could aggregate offerings across national borders, enforce a common trust framework aligned with the EU Cloud Rulebook, and enable real transactions between providers and buyers.
The solution
DOME Marketplace - with E-Group leading payment systems and trusted identity
DOME (Distributed Open Marketplace for Europe) is a 36-month EU Digital Europe Programme initiative bringing together 38 consortium partners from 14 EU countries to create Europe's first federated cloud and edge services marketplace. Within the consortium, E-Group holds technical leadership for two critical infrastructure domains: the payment subsystems - developing secure, scalable transaction processing enabling orders, billing, invoicing, and payments across the federated marketplace - and the trusted identity framework - building authentication and authorisation systems ensuring secure access across independent cloud service providers. The platform uses verifiable credentials to certify that listed services and providers meet EU standards.
The result
A working EU cloud marketplace - span class="heading-chapter__title-strong">with E-Group's infrastructure at its core
DOME launched its marketplace in 2024 and grew from 72 to over 120 service offerings within its first year. In early 2025, the platform added public listings with visible pricing, full order management, and end-to-end online transaction capability - running on the payment infrastructure E-Group built and operates. The marketplace is now an active channel through which European cloud providers reach buyers via a certified, vendor-neutral catalogue, reducing dependence on non-EU platforms.
