Building at scale: the nature of Pan-European collaboration
Coordinating technology development across multiple countries, organisations, and regulatory frameworks is an inherently complex undertaking. Strategic alignment takes time to establish, and large collaborative programmes naturally invest heavily in architecture, governance, and specification. The foundational work that makes interoperability possible at European scale.
Workstream 3 of IPCEI-CIS – the processing layer of Europe’s cloud-edge continuum initiative – has a clear mission: develop the advanced, modular processing services needed for the Multi-Provider Cloud-Edge Continuum. E-Group leads the Workstream 3 and leads its AI Cluster; a role that is not administrative but deeply hands-on. It is E-Group that drives the integration of diverse technologies contributed by partners across multiple countries, aligning them into a working, interoperable system. This integration-first mindset is how Ambiti8n was formulated: not as a theoretical exercise, but as a concrete effort to activate and connect WS3 components in practice.
E-Group also contributed directly to the development of the IPCEI-CIS Reference Architecture (ICRA) v2.0, helping shape the strategic framework that guides the entire cloud-edge continuum. The operational focus was always clear: translate that architecture into working systems, feed real technical learnings back into the programme, and demonstrate progress in the most concrete terms possible.
The result was Ambiti8n – arriving in Rotterdam not as a proposal or a prototype, but as a fully functioning, multi-partner application stack, demonstrated live in front of 500 European stakeholders.
What Ambiti8n actually is
Ambiti8n is a federated AI integration pilot that solves a real and urgent problem: how do you train AI models on sensitive clinical data – patient records, wearable measurements, diagnostic reports – when that data cannot leave the hospital?
The answer is federation, one of the central concepts of ICRA v2.0, we put it into action. The AI comes to the data, not the other way around. Models are trained locally at the hospital edge. Insights are shared. Raw patient data never moves. But Ambiti8n goes further than privacy compliance. It is a complete application stack – spanning AI model orchestration, federated learning infrastructure, edge inference, sovereign language models, EU AI Act governance, monitoring, and multi-cloud deployment. It is delivered by eight specialist organisations across four European countries, each contributing a distinct, interoperable layer.

A cross-workstream integration, federation of telcos and cloud providers, laboratory vertical pilot integration, and planned Aperiora integration makes Ambiti8n truly multi-dimensional. Already integrating with Lab8ra via TIM, the consortium demonstrates that cross-pilot interoperability within the 8ra ecosystem is not just planned, it is happening. Nevertheless, there is also strong SME participation.
Why this demonstration matters
The 8ra Summit brought together the full breadth of European cloud-edge progress – and Ambiti8n contributed something distinctive to that picture: a live, working system an AI Health Factory. The team demonstrated a clinical AI application already running across federated hospital infrastructure, governed by EU law, and deployable across sovereign European cloud providers.
There is something uniquely powerful about seeing a complex, multi-partner system operate in real time. It moves the conversation from what is planned to what is possible – showing concretely that cross-border interoperability works, that sensitive data can be protected without sacrificing AI capability, and that organisations across four countries can not only align on a vision but deliver on it together. The response from partners, policymakers, and European Commission representatives reflected that. Ambiti8n is now publicly established as a flagship integration pilot within IPCEI-CIS – recognised across the programme as tangible evidence that European federated infrastructure can operate at scale and reach production-readiness within the lifecycle of a strategic initiative. As a horizontal component activation pilot, the project is keen to collaborate with vertical pilots in alignment with the ICRA architecture model, which is currently under intensive discussion.
The bigger picture: FedEU.ai and what comes next
Ambiti8n is not a one-sector proof of concept. This health use case can be generalised as an AI Health Factory operating over a federated cloud-edge continuum – and similarly, other sector dataspace initiatives should be evaluated over the 8ra infrastructure.
The federated learning infrastructure that powers it – FedX, E-Group’s principal exploitation platform – is already operating across five distinct verticals: healthcare, automotive, cloud-edge services, federated language models, and agentic AI coordination.
This cross-sector reusability is the strategic point. IPCEI-CIS creates the enabling environment; FedX turns that environment into operational capability – not in a single domain, but across European critical infrastructure simultaneously.
At Rotterdam, FedEU.ai was introduced to European Commission representatives, Member State delegations, and the broader cloud ecosystem through positioning in the CISERO exploitation roadmap. The platform is no longer a pilot. By the end of 2026, the IPCEI-CIS objective is to reach a ready-to-scale validation verdict.
A new standard for what EU programmes can deliver
The Ambiti8n demonstration at the 8ra Annual Summit 2026 was more than a milestone for Workstream 3. It was a signal to the wider European cloud-edge community that the pace of progress is changing.
European strategic programmes can produce working systems, not just working documents. Federated AI infrastructure can be built collaboratively across borders, governed by European law, and deployed on sovereign European cloud infrastructure – and it can be done now, not in five years.
For E-Group and the Ambiti8n consortium, the next phase is scale: extending FedEU.ai across sectors, deepening technical integration. Continuing to demonstrate that the gap between European cloud sovereignty as a policy priority and European cloud sovereignty as operational reality is closing – quickly.
